Peel and grate the potatoes. Place them in a bowl of cold water to prevent browning.
Finely chop the onion, carrot and parsley.
In a large bowl, combine the grated zucchini, grated potatoes, chopped onion, chopped carrot, chopped parsley, eggs, black pepper, and breadcrumbs. Mix well until everything is evenly combined.
Heat olive oil in a skillet over medium heat.
Take a small portion of the mixture and shape it into a burger. Press a small cube of mozzarella cheese into the center of each burger and shape the mixture around it to enclose the cheese.
Carefully place the burgers in the hot oil and fry until golden brown and crispy on both sides, about 3 to 4 minutes per side.
Once cooked, remove the burgers from the pan and place them on a plate lined with paper towels to drain any excess oil.
