Prepare the Dough:

In a large mixing bowl, combine warm water, warm milk, vegetable oil, sugar, dry yeast, and salt. Stir gently until the yeast dissolves.
Gradually add the flour, stirring with a spoon until the dough starts to come together.
Knead the Dough:
Transfer the dough onto a clean work surface and knead it for about 10 minutes until smooth and elastic. Add more flour if needed to prevent sticking.
First Rise:
Place the dough back into the mixing bowl, cover it with a damp cloth or plastic wrap, and let it rest for at least 45 minutes, or until doubled in size.
Divide and Shape:
After the dough has risen, punch it down gently to deflate.
Divide the dough into 18 equal portions. Shape each portion into a smooth ball.
Butter Application:
Spread the softened butter evenly over all the dough balls. Let them rest for 5 minutes.
