Prepare the Taco Filling
In a large skillet, cook the ground beef over medium heat until browned, breaking it up with a spatula. Drain any excess fat. Add the diced onions and cook until translucent. Stir in the taco seasoning, black beans, corn, diced tomatoes, and salt and pepper. Cook for about 5 minutes, until heated through. Remove from heat and stir in the shredded cheese until melted.
Make the Taco Shells
In a mixing bowl, combine the flour, baking powder, and salt. Stir in the melted butter and water until a soft dough forms. If the dough is too sticky, add a little more flour. If too dry, add more water, one tablespoon at a time.
