Heat a grill pan or skillet over medium-high heat. Rub the steaks with olive oil, salt, pepper, and paprika. Cook the steaks for about 3–4 minutes per side for medium-rare, or to your desired level of doneness. Remove from the pan and let them rest under foil while preparing the shrimp and sauce.
In the same pan, melt 1 tablespoon of butter over medium heat. Add the minced garlic and sauté until fragrant, about 30 seconds. Add the shrimp, seasoning with salt and pepper. Cook for 2–3 minutes on each side, or until the shrimp turn pink and opaque. Remove and set aside.
To prepare the sauce, wipe the pan clean and melt 2 tablespoons of butter over medium heat. Add minced garlic and cook until aromatic, about 1 minute. Stir in the heavy cream and broth, letting it simmer gently for 2–3 minutes until slightly thickened. Add the black pepper and Parmesan cheese (if using) and stir until smooth.
