Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.
In a large bowl, combine the devil's food cake mix, instant chocolate pudding mix, milk, vegetable oil, eggs, and water. Beat on medium speed until well blended.
Pour the batter evenly into the prepared cake pans.
Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.
While the cakes are baking, prepare the filling by whipping the heavy cream, powdered sugar, and vanilla extract together until stiff peaks form.
Once the cakes are done, let them cool in the pans for 10 minutes, then transfer to a wire rack to cool completely.
Spread the whipped cream mixture over the top of one of the cooled cakes, then place the second cake on top.
Melt the chocolate chips in a microwave-safe bowl, stirring every 30 seconds until smooth.
Drizzle the melted chocolate over the top of the cake.
