In a medium bowl, break up the tuna with a fork. Add the egg whites, ground oats, onion, garlic, parsley, salt, pepper, and a squeeze of lemon. Mix well until you have a compact, uniform mixture.
Form the patties:
With clean hands, scoop out portions of the mixture and form them into palm-sized patties. Press them lightly to make them firm.
Cooking:
Heat a nonstick skillet over medium heat and lightly grease it with oil or spray. Cook the pancakes for 3–4 minutes on each side, until golden brown and crispy on the outside.
