Preheat oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish.

Cook beef mixture:

In a large skillet over medium heat, cook ground beef and onion until browned and soft.

Add garlic and cook for 1 more minute.

Season with salt, pepper, and paprika (if using).

Drain excess fat and set aside.

Layer the casserole:

Add half the potatoes to the bottom of the dish.

Top with half the beef mixture and half the cheddar cheese.

Repeat layers with remaining potatoes, beef, and cheese.

Mix sauce:

In a bowl, whisk together sour cream, cream of soup, and milk until smooth.

Pour evenly over the casserole.

Bake:

Cover with foil and bake for 45 minutes.

Remove foil and bake for 15–20 more minutes until potatoes are tender and top is bubbly.

Optional: Add fried onions or extra cheese in last 5 minutes.

Let cool a few minutes before serving. Garnish with parsley, if desired.
